Prima Tani is a pioneering program for accelerating dissemination of innovative technologies to develop rural agribusiness system. The basic approach of this program are: (a) agro-ecosystem based (takes account of biophysical condition); (b) regional development (utilizing land in a specific area (village); (c) agribusiness (structure & linkage of agribusiness system (provision of inputs, processing, marketing, etc); (d) community welfare (increase farmers income & community welfare); and (e) institutional development (presence & structure of economic organization, and socio-capital, norms & rules in the community).
The location of Prima Tani in 2005 are 14 provinces, covering 22 villages served as agribusiness laboratories (North Sumatra, West Sumatra and South Sumatra, Lampung, West Java, Central Java and East Java, Bali, NTB, NTT, Central Celebes and South Celebes, West and South Kalimantan). In 2006, the location of Prima Tani expanded to 11 provinces (NAD, Riau, Jambi, Bengkulu, Banten, DIY, Kalteng, Kaltim, Sultra, Sulut dan DKI Jakarta). On-Site Organization, Prima Tani established by Governor or Bupati, and many activities (by participatory approach) i.e: (a) Site selection, PRA, baseline survey; (b) Program familiarization and extension; (c) Dissemination of technologies; (d) Agribusiness clinics; (e) Rural institution empowerment; and (f) Facilitation of investment, etc. The progress of Prima Teni (early positive signs), are: adoption of water conservation technique (embung); empowering (utilizing) rural irrigation institution; impact-increase farmers income by 50%; introduction of HYV rice seeds; impact-stimulate development of local seed growers; accelerate rice HYVs adoption; introduction of rural microfinance institution; impact-create business opportunity for women; and financial and in-kind supports to Prima Tani.
